He does, however, succeed in planting seeds of doubt in the mercenary's mind over whether the Gotham mobsters will really pay him. This leads him to be able to record a conversation which will enable the police to put two influential heads of Gotham crime families behind bars. Eventually, in the course of a standoff in a supermarket, he is able to capture Mekros, in the process saving him from assassination (by a representative of 'the Agency') himself.
