Black Lightning intervenes as the criminal is destroying public places and after a brief struggle in which Black Lightning gets the upper hand, the Ghetto-Blaster is forced to reveal that his true intentions was to recover a stolen loot he had hid in the derelict buildings many years ago, but he couldn't remember which was the exact place, forcing him to destroy the area completely.
