Batman Confidential #6

Synopsis

RULES OF ENGAGEMENT PART 6 Batman infiltrates Area One while Lex Luthor hurries to secure the control room. However, Batman jumps out of one of the G.I. Robots and starts to dismantle the rest, but is captured. He then executes a command line that orders all but one of the robots to self-terminate. Batman tells Luthor that he reprogrammed the robot to uphold the Geneva Convention, the International Declaration on Human Rights, and the U.S. Army rules of engagement. Luthor, knowing he is defeated, suddenly explodes, revealing himself to be a robot, remote-operated by a neural relay system.  After, James Gordon tells Batman that Luthor is evading the law, but Batman responds that he can't escape justice. It turns out that Senator Crabtree was acquitted and actually adopted the child that he wasn't the biological father of.   Later, at a charity event at Wayne Manor, Bruce establishes the Wayne Foundation, dedicated to helping orphans and underprivileged kids. He appoints Crabtree as the chairman, and leaves to take care of "business", as he sees the Bat-Signal in the sky.
