As Prime Minister, Cerebus begins looting Palnu, ticking off pretty much everybody. To distract them from thoughts of a lynching, he decides to start a war with a neighboring country using a slim pretext. Besides, war brings profits. Right? Not in this case; it turns out the other country had been broke for ten years. Well, they DID have twenty thousand bolts of burlap cloth, but that doesn't really help much.
