C-C-COLD! After the Penguin has escaped with the confidential information about a secret defense program, Batman interrogates the man who provided the information and after learning the truth, he talks with Commissioner Gordon and both deduce that Penguin will try to sell the information to Russian spies in the Antarctica. Without delay, Batman starts his voyage down to the south. Meanwhile, Amanda Groscz from the Child Welfare Bureau calls Wayne Manor to inform Bruce Wayne about a pending investigation taking place regarding his status in regards of Jason Todd, but when she can't find the wealthy playboy, she gets one more detail to include on her report about the situation. Later, Batman has located the Penguin in the Antartica, but the resourceful crook manages to keep ahead of Batman during the ensuing chase thanks to the myriad of gadgets concealed in his trick umbrellas and his natural immunity to cold. For this reason, Penguin gets to the Russian base first, in order to sell the information, but the spies have the information tested before paying him. When Batman finally reaches the Penguin, the Russians inform them that the information is fake and Penguin reveals that he never intended to sell the country's secrets to outsiders, but he planned to double-cross them and later sell the information back to the American Government. With his plan foiled, Penguin is taken prisoner by Batman and the Russian spies give Batman one of their vehicles as a sign of peace. When Batman returns to Gotham, he is not amused when he learns that there was never any confidential information and that the whole charade was staged by the American Government in order to dupe their enemies and lead them to a dead end to break their defenses in turn. THE NIGHTFLY After Oliver Queen is attacked mistakenly by the Death Dealer, a card-wielding criminal out to kill Wallace Hooper, he learns that Hooper is really Davy Chase, a former con artist and current all-night deejay. Hooper testified against his mob employers and was given a new identity via the Witness Relocation Program. But Queen and Hooper are trapped in separate rooms by the Death Dealer, who then uses incendiary cards to set those rooms on fire.
