The G.I.Joe team is called in to run backup to the Domestic Operations Agency in taking down a terrorist cell of the Lower Darklonian Seperatist Front. Half of the team find themselves dealing with the terrorists, head to head, while trying to deal with the meddling of Agent Bentsen-Barr of the D.O.A. The other half of the team have to try to track down the arms dealer who keeps supplying the terrorist cell with explosives before more lives are lost.
