A PLAGUE OF MONSTERS While Green Arrow, Elongated Man, and Zatanna make a second try to enlist Black Lightning in the Justice League, the Regulator, now possessing the ability to trans-form his rats into gigantic monsters, wreaks havoc. The other JLA heroes, together with those searching for their prospective new member, battle his creatures, while Black Lightning mounts a lone battle against the Regulator. The villain dies accidentally as Batman, Wonder Woman, and Zatanna, with the aid of a chemical lure developed by STAR scientists, overcome the monstrous rats. Black Lightning, however, stands fast in his decision not to join the League.
