The Stranger directs his attention to the Warlord. Meanwhile, Batman captures the Joker in pure defiance of the new laws against superheroes. Guy Gardner also flaunts the laws by fighting a female bodybuilder and her henchmen, who are in the process of robbing a bank. Blue Beetle also encounters irrational hatred after rescuing some police.
