Synopsis
The “Batrachians”, who have destroyed almost all humanity, intend to dictate a new law on procreation, which they claim is for the benefit and improvement of the human species. Donald Clarence Jr., the former President of the United States, the self-styled “Founder”, intends to respect it and impose it on the survivors. In Haiti, Stamp and Spaulding, who have journeyed to the Citadel, discover that a resistance to the Alien threat is being organized there. But the real issue continues to play out in the ancient times, in Syracuse, where Turan and Dimbort clash.
