Punisher goes on a high speed chase against a group of gangsters. The pursuit of the gangsters brings Punisher face to face with a congressman. While saving the congressman's life, he accidentally breaks his wrist. Punisher's actions don't sit well with everyone and lead to the congressman forming VIGIL to hunt down vigilantes.
