Synopsis
A RIDER ON THE STORM The Rising Sun Archer meets with Oswald Cobblepot on a Bludhaven rooftop revealing her attack on Robin in the last issue was prompted by a lucrative open contract Penguin has put on Robin and Batgirl's heads. After wishing the archer luck in successfully completing the competitive hit on Robin the Penguin goes inside for a meeting with other local crime bosses. Elsewhere in the city Tim exchanges quips for haughty antiquated insults while he figures out how to disable the magic lance and flying steed of his new foe Dark Rider.
