A woman has been murdered. Her killing seems unrelated to the series that Usagi and Inspector Ishida are investigating. A look into her past, however, connects her to the three previous victims, but the evidence points to her as the killer! When higher-level bureaucrats and officials stonewall the investigation, though, questions and suspicions are raised.
